Happy Spring!
We have a General Meeting scheduled for Thursday, May 17, 2007 in Thatcher, from 11:30-
12:30. Our guest speaker will be Peggy Lou Zakrzewski, from CSEA Education Department,
presenting “All about your Union”. Lunch will be
provided. Come one, come all.
At our January 3, 2007, Executive Board Meeting, we voted to eliminate the 2nd Vice
President position to comply with the Local Constitution. That position must be continued
until the next election. This is a housekeeping item, in which a correction needed to be
made. The next election scheduled for 2009 will have only the following positions; President,
Vice President, Secretary and
Treasurer.
It is with regret that I inform you that our 1st Vice President Skip Fefee has
resigned from his position. Skip will continue as chair of the Safety and Health Committee,
and will become a shop steward for the Local. With Skip’s resignation, Toni Oakes, the 2nd
Vice President, will become 1st Vice President. We still need someone to fill the vacant 2nd
Vice President position for the remainder of this term. If anyone is interested in getting
involved with the local this would be a great opportunity to begin. Please call me at

Contract Talks Have Begun
|
Based on the survey results received from the membership prior to the start of negotiations,
CSEA submitted proposals in many areas but the focus of our proposals can be said to focus
on improvements in compensation related items (salary), health insurance, attendance and
leave and bargaining unit specific priorities. The continuation and improvement of work life
benefits (education and training, family issues, safety and health, etc.) have also been
included in the proposals given to New York State.
After exchanging proposals with the State, the CSEA Negotiating Team met to review the
State's proposals and determine priorities based on our proposals and expected responses
from the State of New York.
Subcommittees were established to deal with important issues that need special attention.
The State agreed to subcommittees in the areas of Health Insurance, Workers'
Compensation, Employee Development and Training, Safety and Health, Discipline and
Grievance, Seasonal Issues, and Less Than Full Time Issues. Also, of course, each
individual bargaining unit (ASU, ISU, OSU) will deal with issues of particular interest to their
constituencies.
CSEA and New York State then began reviewing and clarifying the specific proposals made by
both sides. In addition, the sub-committees for each of our units (ASU, ISU, OSU) met to
discuss demands by both sides, which affect members in each of the Units.
It is too early to tell what the State's priorities are, and exactly what they think of all of our
proposals. It is evident, however, that Health Insurance and the use of overtime will be issues
that the State wishes to discuss in detail.
As the process proceeds, we should know more in the next few weeks. We will keep you
updated.
