Current practice of filling
vacancies open to
transfers as well as
promotions needs to be
addressed.  Some
transfers are not being
given any consideration.
Policy should be
changed to protect
transfers under Article
45.
The current practice of filling vacancies will
remain the same.  Hiring individual will have
the option of filling with promotional
employees over transfers.  Hiring individual to
be accountable for hiring choice.  The practice
of hiring individual being requested not to hire
by current transfer applicants’ supervisor is
NOT acceptable, or legal.
