Our new CSEA contract had a major surprise for us.  In the past,
tuition reimbursement was suspended from the time that the
contract  expired till the new contract was negotiated.  In short, we
would ‘lose’ all tuition reimbursement for that time period.  With this
new contract  - and for the first time  - Tuition Reimbursement is
going retroactive!!  This is exciting news!  But please note that the
deadline date for Tuition Reimbursement is coming fast, and
applications must be IN THEIR OFFICE by March 31st.  Here is the
announcement we have received.

The NYS and CSEA Partnership for Education and Training is
pleased to announce that Tuition Benefits are back. Attached is the
Tuition Benefits Program Catalog for 2007-2008.

Some of the program highlights include:

  • Eligible CSEA-represented New York State executive-branch
employees can apply for TWO tuition benefits.
  • Applications must be received by March 31, 2008.
  • Any course taken must begin between April 1, 2007 and
March 31, 2008. Courses that started prior to April 1, 2007 are
    not eligible.
  • Eligible employees can also receive unlimited reimbursement
for a variety of credit by-examination programs in addition to
    their standard benefits.

Applications will be accepted by mail (The NYS & CSEA Partnership
for Education and Training, Corporate Plaza East-Suite 502, 240
Washington Avenue Extension, Albany, NY 12203), or by fax at (518)
473-9457 or (518) 473-0056.

Educational Advisement Services are available to CSEA-represented
State employees by calling (800) 253-4332. Advisors are available
weekdays from 9:00 a.m. to 4:30 p.m. After hours and on weekends,

and day of their convenience.

2008 Preferred Drug List UPDATES
The 2008 Empire Plan Preferred Drug List (PDL) has
been updated to reflect that Proventil HFA will continue to
be covered as a preferred brand-name drug under the
Empire Plan Prescription Drug Program.

As of January 24, 2008, Zyrtec and Zyrtec-D (generic
name cetirizine) is available over the counter without a
prescription. Generic cetirizine is also available over the
counter in various strengths and forms. Effective January
25, 2008, Zyrtec and Zyrtec-D are no longer covered
drugs under The Empire Plan.

Drugs used for cosmetic purposes: The Empire Plan
prescription drug program excludes coverage for
prescription drugs used for cosmetic purposes. Effective
January 1, 2008, UHC/Medco, the insurer/administrator
of The Empire Plan prescription drug program will not
cover prescriptions for

cosmetic issues (i.e., wrinkles, unwanted hair growth and
hyperpigmentation).
